Every year, the Neighborhood Housing and Community Development Department receives grant entitlement funds from the U.S. Department of Housing and Urban Development: Community Development Block Grant, HOME Investment Partnership Program, Emergency Solutions Grant and Housing Opportunities for Persons with AIDS. In return, HUD requires that cities develop a report called the Consolidated Performance and Evaluation Report (CAPER), which “assesses the City’s progress and the effectiveness of its performance during FY 2016-17 in the achievement of its overall strategies, objectives, and priorities outlined in the FY 2014-19 Consolidated Plan,” according to a press release from the city of Austin. The draft CAPER will be open for public comment from Nov. 22 to Dec. 7.
