3. CONSIDER AND TAKE APPROPRIATE ACTION REGARDING THE CREATION OF THE CENTRAL TEXAS WATER DEVELOPMENT CORPORATION:
A. APPROVE RESOLUTION, ARTICLES OF INCORPORATION AND BYLAWS REGARDING THE CREATION OF THE CENTRAL TEXAS WATER DEVELOPMENT CORPORATION; AND
B. AN INTERLOCAL AGREEMENT WITH HAYS COUNTY AND THE CITY OF LEANDER PROVIDING FOR THE CREATION OF THE CENTRAL TEXAS WATER DEVELOPMENT CORPORATION. (COMMISSIONER GOMEZ)
Monitor’s Take: Commissioners will consider two resolutions that will endorse the creation of the Central Texas Water Development Corporation. The organization, which will be created through an agreement among  Travis County, Hays County and the City of Leander. Other cities, counties and private entities are expected to follow. The corporation will focus on identifying issues and options surrounding water services.

17. CONSIDER AND TAKE APPROPRIATE ACTION ON ITEMS RELATED THE PROGRAM YEAR2013 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT FOR THE C OMMUNITY DEVELOPMENT BLOCK GRANT PROVIDED BY HUD:
A. RECEIVE A SUMMARY OF THE ANNUAL PERFORMANCE REPORT; AND
B. APPROVE THE DRAFT TO POST FOR PUBLIC COMMENT

Monitor’s Take: This is the county’s annual report to the federal government on how it spent grant funds during the year. Since 2006, Travis County has received CDBG funds from HUD on an annual basis. As a CDBG urban entitlement, Travis County must compile and publish a report detailing the use of CDBG funds and associated progress and accomplishments for every program year. HUD calls this annual report the Consolidated Annual Performance and Evaluation Report. The county has run in trouble 2012 by not spending HUD funds in the proscribed manner. This report will clarify if the county has remedied those problems.

23. CONSIDER AND TAKE APPROPRIATE ACTION ON THE PRELIMINARY PROJECT BUDGET FORTHE NEW TRAVIS COUNTY CIVIL AND FAMILY COURTHOUSE.
Monitor’s Take:  Commissioners will discuss the proposed $294,000,000 budget for the Civil and Family Courthouse project. The county is desperately in need of new courthouse space, but can the Commissioners get voters to approve that much money for the facility?

32. CANVASSING OF ELECTION RETURNS AND DECLARING RESULTS IN TRAVIS COUNTY FORTHE NOVEMBER 4, 2014 JOINT GENERALAND SPECIAL ELECTION FOR FEDERAL, STATE, DISTRICT, AND COUNTY OFFICES AND THE STATE CONSTITUTIONAL AMENDMENT.

Monitor’s Take:  Commissioners will review the results of the Nov. 4 elections in Travis County and will make them official.
