On Thursday, much of the state began preparing for Hurricane Harvey, which on Wednesday was just a tropical depression. Yesterday, as the storm was beginning to pick up steam, the city released an updated press release around 4 p.m. explaining that the state hadn’t asked it to activate its Capital Area Shelter Hub Plan to provide residents shelter. The release quoted one county official, who said, “There is no Austin/Travis County Emergency Operations Center activation at this time,” but it also stated the city would send out an alert if that changed. An hour later, a flash flood watch went into effect. The city later tweeted that it would activate the operations center “as a precaution” early this morning.
