Council Member Will Wynn led the charge yesterday against a contract extension for Rainbow Materials LP, which has been the citys contractor of choice for a number of projects, including Austin Energys Sandhill plant. He got no argument from other Council members, who voted 7-0 to pay Rainbow the amount currently due the company, refusing to extend the supply agreement sought by city staff.
Noting that there had been numerous complaints against Rainbow for alleged environmental violations, Wynn said he knows that staff makes recommendations based on cost. After a three-hour hearing, the Zoning and Platting Commission last night narrowly gave its blessing to Stratus Properties Bear Lake PUD (planned unit development). The 5-4 recommendation occurred after four postponements and several weeks of negotiations with neighborhoods along FM 1826.
About 50 people associated with the 1826 Coalition appeared at the commission to oppose the zoning change, with most arguing that that the PUD would dump more traffic on an already dangerous road. City Manager Jesus Garza, who has been one of Austins most successful managers, plans to retire from the city in April and join the management team at the Lower Colorado River Authority (LCRA). Garza has scheduled a press conference for 10:30am today, but could not be reached for comment on Monday. LCRA General Manager Joe Beal told In Fact Daily that Garza would become Deputy General Manager for water and environmental management in May.

He is general manager of Heimsath Architects, a firm that his father, Clovis, founded 41 years ago. The church projects in which the firm specializes often feature stained glass designed by his mother, Maryann. His firm designed the new Metz Elementary School, where his wife teaches school. His older sisters inspired him toward community involvement at a young age.
